Bexar-Medina-Atascosa Counties Water Improvement District No. I sued the Texas Water Commission1 and P. L. Garrison to cancel a water appropriation permit granted by the Commission to Garrison under the provisions of Art. 7500a, Vernon's Ann. Tex.Civ.St. The suit was in the nature of an appeal under the provisions of Art. 7477, V.T.C.S.
