Glenn F. Hamman, a policeman with the rank of Inspector, was indefinitely suspended by the Director of Police of Port Arthur, Texas, on May 13, 1964. He appealed to the Firemen's and Policemen's Civil Service Commission which reduced his suspension to six months without pay. He appealed this order to the district court.
