The suspension of petitioner's driver's license was based solely on the testimony of one Joseph Cuccia, who claimed at the Department of Motor Vehicles hearing that petitioner's automobile moved from the left lane to the right lane of a four-lane highway in such a way that it caused Cuccia, operating a motorcycle in the right lane, to go off the road and overturn....
