We have heretofore issued a writ of certiorari, based on conflict, to review the decision of the District Court of Appeal, 1st District, reported as Orange City Water Company v. Town of Orange City, Fla. App. 1965, 179 So.2d 883. The facts are set out in that opinion and will not be repeated here.
