Appeal is taken by the claimant from a decision of the Workmen's Compensation Board which disallowed a claim on the ground that the State of New York did not have jurisdiction thereof. That issue was reviewed by the full board which, by 7 to 5 vote, found "no basis to disturb" the board panel's decision.
