Did the District Court err in failing to give required consideration and effect to the National Railroad Adjustment Board's ruling that the plaintiff's contract of employment provided that he was to be "compensated in full" for his wrongful dismissal "without deductions for employment during the period of the wrongful dismissal and restoration to duty"?
