This case had its genesis in the expropriation by the Louisiana State Department of Highways of a certain block of land in Monroe, Louisiana, belonging to defendant Ouachita Parish School Board, taken for use in constructing an approach to the new Ouachita River bridge built in connection with Interstate Highway 20.
