VOGEL, Circuit Judge.

Appellant was convicted by a jury of murder in the second degree. He has been sentenced to life imprisonment. The victim, Dr. Keith E. Herlocker, was an employee of the Veterans Administration Hospital at Fort Roots, North Little Rock, Arkansas. The shooting, of which appellant was found guilty, occurred on the hospital premises which are admittedly within the exclusive territorial jurisdiction of the United States.1
