The commissioner seeks declaratory relief and "an injunction ordering the ... authority to pay to its employees ... the rates of wages ... determined by the" commissioner under G.L.c. 121, § 26T (as amended through St. 1960, c. 491).1 A judge of the Superior Court reported the case without decision. The facts are agreed.
