Petitioner passed the requisite examinations for position of patrolman in the Police Department of the City of New York and was placed on the eligible list for said position. Thereafter, he received a notice from the Personnel Director of the Civil Service Commission notifying him that he was marked "Not Qualified — for driving record and failure to pay on time." On May 7, 1962, a hearing was held with respect to this disqualification...
