The plaintiffs, Adolph Kaukas and Vera Kaukas, who were owners of an apartment building in Chicago, filed suit in the superior court of Cook County seeking a declaratory judgment holding that section 78-15.9(b) of the Chicago Municipal Code, which prohibited the use of glass panel doors as a secondary means of exist, was invalid....
