This is an appeal on questions of law from the Dayton Municipal Court, wherein an affidavit was filed on December 5, 1961, by an officer of the Dayton police department charging that the defendant, Linden M. Clawson, "unlawfully engaged in the business of a debt-pooling company, said Linden M. Clawson not being licensed and regulated by the legislative authority of the city of Dayton, Ohio, so to do, contrary to Section 4710.02 of the Ohio Revised Code....
