On February 6, 1961, Bruscino Development, Inc., filed, with the City Planning Commission of the city of Avon, Lorain County, Ohio, a plat of a proposed subdivision of land located in the city of Avon. The City Planning Commission disapproved the plan on February 15, 1961, setting out twenty specific reasons why such plat was unacceptable to the commission.
