This appellant seeks reversal of a District Court order by which his latest1 amended complaint was dismissed. The difficulties of which he had complained stemmed basically from his repeated parking in what he alleged is a private alley, adjacent to premises on 12th Street in downtown Washington where he sought to operate a dance club.
