As a prerequisite to such an order it must appear that "the applicant is a `qualified person'" within the meaning of article 17-A of the Insurance Law. Subdivision b of section 601 of the Insurance Law provides, in part: "`Qualified person' means (1) a resident of this state, other than an insured".
