This is an appeal from a final decree entered by the Circuit Court of Bay County in a suit brought by Duncan as a citizen and property owner of Panama City. The purpose of the suit was manifold, but it is necessary to discuss only the grounds alleged in the complaint on which relief was granted and which form the subject of this appeal.
