The defendant, the compensation insurer of the plaintiff's employer, appeals from the award to the plaintiff of workmen's compensation at the statutory rate for temporary total disability. The plaintiff answers the appeal, requesting that the award be increased to award compensation for permanent total disability, and he further requests that the judgment be amended also to award penalties for the allegedly arbitrary and capricious nonpayment of workmen...
