The appellants, Homer, McCrea and Colcord, sued appellee, Commandant of the United States Coast Guard, for a direction by the court that the Commandant issue licenses to appellants as radiotelegraph officers eligible to serve as such in the United States Merchant Marine. They also sought a declaratory judgment that the regulations pursuant to which their applications had been denied by the Commandant were unconstitutional as applied to appellants...
