LARAMORE, Judge.

Plaintiffs,1 Civil Service employees entitled to veterans' preference, were demoted in grade by the New York Naval Shipyard during 1947. Each plaintiff sues for back salary, contending that his respective demotion violated section 12 of the Veterans' Preference Act of 1944, 58 Stat. 387, 390, and the regulation thereunder, 5 CFR 20.9(d) (1947 Supp.).
