This suit originated in the Circuit Court of Covington County by a petition of appellee, on behalf of relator Frank Kelly, to require appellant Denson Lott, Covington County Superintendent of Education, to enter into a contract with Kelly to serve as principal at the Mt. Olive School Attendance Center. Lott contends, correctly we think, that, as County Superintendent of Education, he has the sole power to make recommendations for employment of principals...
