This proceeding was instituted by the petitioner to obtain a review of a decision of the respondent Railroad Retirement Board, an independent agency in the executive branch of the Government of the United States. Section 5(f) of the Railroad Unemployment Insurance Act (52 Stat. 1100, as amended, 45 U.S. C.A. § 355(f), herein sometimes called the Act, provides that any claimant aggrieved by a decision of the Board may obtain a review of the decision...
