This is a suit for a permanent injunction against the Chief of the San Antonio Police Department, George W. Bichsel, to restrain him from enforcing his order to a member of the said Police Department, Patrolman Jess F. Heard, to submit himself to a polygraph examination. The case was tried on its merits and judgment rendered permanently enjoining the Chief of Police from enforcing any order requiring Heard to submit himself to a polygraph examination...
