Casey was defendant in a justice of the peace court in a misdemeanor prosecution for failure to secure a trailer court license. The People there alleged that the operation of his trailer court was contrary to the rules and regulations of the Board of Health of the Tri-County District Health Department and contrary to the statutes of the State of Colorado.
