By their complaint in this action respondents sought a declaration of their rights under an ordinance passed by the Council of the City of Los Angeles which rezoned their property from zone R-3 (multiple dwellings) to zone R-1 (single family residential). By its judgment the trial court decreed that the ordinance was invalid and void for, among others, the following reasons:

"3. Said ordinance deprives plaintiffs...
