Acting through its board of supervisors the county of Oakland has established a department of public works pursuant to authority granted by PA 1957, No 185 (CL 1948, § 123.742 et seq. [Stat Ann 1957 Cum Supp § 5.570(1) et seq.]). The statute contemplates the appointment of a board of public works which shall be in immediate control of the department, subject to general supervisory authority...
