WASHINGTON, Circuit Judge.

Petitioner moves to have the stenographic transcript of his criminal trial prepared at the expense of the United States. The motion presents the question whether we have power — prior to deciding whether a petitioner shall be allowed to appeal in forma pauperis — to direct the preparation of a trial transcript at the expense of the United States. The Government contends that we have no such power.1
