Relator, Ralph Dupas, aged 21, a pugilist, seeks a mandamus against the Mayor of the City of New Orleans and the Chairman and Registrar of Vital Statistics for the City Board of Health, for a delayed certificate of birth showing him to be a member of the white race. He alleges that he is the child of Peter Dupas and Evelyn Foto, born October 14, 1935, in New Orleans. He further alleges that his efforts to secure a delayed birth certificate from respondents...
