This suit originated in the District Court of Travis County, Texas. The suit was brought by petitioners as plaintiffs against the Railroad Commission of Texas and some 128 individuals, corporations and partnerships who had received 150 certificates from the Railroad Commission allowing these 128 to transport some 130 named commodities over the highways of the State of Texas within the limits of their existing certificates.
