1. (a) We will consider several special grounds of the amended motion together. The collision occurred within the corporate limits of Hiram, Georgia. The plaintiff sought to prove the existence of a municipal ordinance restricting the speed of trains within the corporate limits to a speed of fifteen (15) miles per hour or less by the introduction of a certificate of the Clerk of Hiram. That certificate is as follows:
