Samuel Brockman Hamilton brought suit in the County Court at Law No. 2 of Nueces County against the Texas Department of Public Safety under the provisions of Article 6687b, Section 31, Vernon's Ann.Civ.St. The suit was in the nature of an appeal from an order of the Texas Department of Public Safety, which automatically suspended plaintiff's Texas operator's license.
