This is a workmen's compensation proceeding wherein the plaintiff claims to be totally and permanently disabled and seeks benefits in the amount of $30 per week for 400 weeks, together with attorney fees, medical expenses and a penalty of 12% for the arbitrary refusal of the defendants to pay the amounts due.
