This matter is before us on plaintiff's complaint, defendants' separate answers and a stipulation of facts. The action is in mandamus and was instituted in the Court of Common Pleas of Dauphin County. It was pending there when, because of the evident public importance of the issue involved and the desirability of a conclusive decision thereon at the earliest possible date, the Attorney General, representing all of the defendants...
