Warren township in Macomb county is a charter township, incorporated as such April 3, 1950, by a vote of its qualified electors on a referendum under PA 1947, No 359, § 2, as then amended by PA 1949, No 70.1 At an election held April 2, 1954, the qualified electors of said township voted in favor of the following bonding propositions:

"1. Township Garage Proposition
