Since 1926 plaintiff has owned two lots at the northeast corner of 50th Street and Urbandale Avenue, Des Moines. In 1926 the city council enacted the original Zoning Ordinance, No. 3619, under which the property at each of the four corners of that intersection was zoned commercial.
