A judgment of the circuit court of Cook County declared invalid the frontage consent provisions of sections 136-6 and 136.1-6 of the Municipal Code of Chicago to the extent that they purported to restrict the rights of the plaintiffs to obtain a license to conduct a nursing home in the building located at 5517 North Kenmore Avenue, in Chicago.
