This is an appeal on questions of law from a judgment of the Court of Common Pleas, imposing a fine for the violation of a mandatory order of the court. The court ordered the defendant, appellant herein, to cover all garbage upon the close of each day's operations with a compacted layer of earth to a minimum depth of six inches.
