The legislature of the State of Idaho, in 1947, passed an act cited as "Local License Act" providing for the licensing, regulating, controlling or prohibiting the operation of coin-operated amusement devices, commonly known as slot machines, within the corporate limits of cities and villages and specifically declaring such devices "to be gaming but not lottery."
