A grand jury in and for the County of Rock Island, State of Illinois, returned an indictment against Moris Balkan and others, charging them with conspiracy with the fraudulent and malicious intent, unlawfully, designedly, wrongfully and wickedly to do "an illegal act injurious to the public health."
