EDGERTON, Circuit Judge.

The complaint asked for a ruling that the plaintiff was improperly dismissed from his employment in the Veterans' Administration. He appeals from a summary judgment for the defendants.

Appellant was dismissed because in applying for appointment, on December 17, 1946, he answered "yes" to this question on the Civil Service Commission's Form 57: "Is the word `honorable' or the word `satisfactory' used in your discharge or separation...
