The first count of a complaint filed in the superior court of Cook county by ten persons, firms or corporations who are operators of public passenger motor vehicles commonly known as liveries, sought to enjoin the City of Chicago, its officers and agents from enforcing certain provisions of chapter 28 of the Municipal Code.
