The orders which we here review were entered in a suit filed in the lower court by the Trustees of the Florida East Coast Railway Company against the City of Miami, in which the Trustees sought to obtain a declaratory decree and also to enjoin the City from enforcing certain provisions of its Ordinance No. 4061, regulating the operation of railroads within the corporate limits of the city. Affidavits were submitted by both parties on the question...
