The relator, Edward Kramer, seeks to compel, by mandamus, the respondent, State Board of Veterinary Medical Examiners, to grant him an examination and to issue him a license to practice veterinary medicine and surgery in the State of Louisiana. The lower court rendered judgment in favor of relator, ordering the Board to allow him to take the examination, but rejected his demand that the Board be ordered to issue him a license without an examination...
