The Chief of the Fire Department of the City of Amarillo recommended to the Civil Service Commission of that city that a certain Captain Clark Hancock be demoted from captain to driver. After a hearing, the Civil Service Commission entered a demotion order. Subsequently, Clark Hancock filed this suit as plaintiff in the district court seeking a judicial review of the act of the Civil Service Commission and a judgment restoring him to the rank of Captain...
