The first contention made by the appellant before the trial court, and also upon this appeal, is that the circuit court did not have jurisdiction to hear the petition filed in the circuit court for the following reasons: (1) That the State Annuity and Investment Board is not an "agency" within the meaning of sec. 227.01, Stats.; (2) that the subject matter does not involve a "decision" which can be reviewed...
