Four companies made a contract, dated January 10, 1941, to construct for the Government, on a cost-plus-fixed-fee basis, near Charlestown, Indiana, and some ten miles from Louisville, Kentucky, a plant for the loading of propellant charges. These four companies will be referred to hereinafter as the prime contractors, and their contract with the Government as the prime contract. The contract obligated the Government to reimburse the prime contractors...
