The City of New Orleans, availing itself of the provisions of Louisiana's Uniform Declaratory Judgments Act, Act No. 22 of the Extra Session of 1948, instituted this proceeding to have Act No. 234 of 1948 declared unconstitutional and, in the alternative, declared repealed by Act No. 351 of the same session of the legislature.
