This is an appeal from a judgment or final order of the District Court of the United States for Puerto Rico suspending the appellant from the practice of law for a period of twelve months.

The appellant, Robert W. Claiborne, an attorney, was appointed Territorial Representative of the Wages and Hours Division of the Federal Department of Labor some time in the year 1938 and continued to act in that capacity until about March, 1939....
