McDERMOTT, Circuit Judge.

The legislature of Oklahoma created a Textbook Commission empowered to adopt textbooks for use in the common schools of Oklahoma. The Commission is composed of six members appointed by the Governor, and the State Superintendent of Public Instruction, who acts as secretary of the Commission. The statute requires the Commission to advertise for bids for at least thirty days, then to consider the bids and let the contracts. Books so adopted...
