This suit under the Heard Act, as amended, 40 USCA § 270, was brought by J. H. Wylie, plaintiff in the District Court, on behalf of himself and all other laborers who furnished labor to W. S. Barstow & Co., Inc., defendant, a contractor who built the Veterans' Administration Hospital at Columbia, S. C., under a contract with the United States.
