The Board of Equalization of the State of North Dakota made an assessment of the property of appellant in August, 1933, under statutes requiring such assessments to be at the "true and full value in money." The result of this assessment was allocated to the various counties containing mileage of the railway and such allocated amounts were certified to the auditors and treasurers of such counties.
